Excessive blood within a part of the body—in this case, the anal area—resulting from a passive process that remains contained within the vasculature, due to obstruction of venous return. This term is often used interchangeably with “venous pooling.” Although venous pooling is a form of congestion, it is a specific version of this passive condition.
