In victim services this term is used to describe a non-profit or non-governmental organization that provides a suite of services. Sometimes referred to as a one-stop shop, comprehensive agencies serve the many needs of a victim, including but not limited to: advocacy, counseling, legal assistance, social service referrals, medical and court accompaniment, safety planning, and assistance with housing and employment needs.
